Dear Emergency Managers and Other  Partners,

A storm system will impact the most of eastern NY and western New England (including southern Vermont and the Berkshires) Thursday night through Friday morning.  Precipitation will begin between 1 am and 4 am across eastern New York and western New England, as a wintry mix of snow and sleet that will quickly change to freezing rain prior to daybreak.  As temperatures continue to rise above freezing, precipitation will change to plain rain between 9 AM and noon on Friday.
