What has changed - Flash Flood Watch in effect tonight into Thu morning for all of RI and eastern MA.

Attached is the latest weather briefing regarding the potential for very heavy rainfall tonight into Thursday morning, along with significant urban/street/highway flooding and small river and stream flooding.  We have high confidence on a swath of 1-3 inches of rainfall, with isolated amounts possibly up to 4 inches.  However, the exact location of the heaviest rainfall remains uncertain, ranging as far east as southeast MA and Cape Cod to potentially as far west as eastern CT and central MA.   The heaviest rainfall will occur overnight and begin to taper off toward the Thursday morning commute.  However, flooded roadways with possible road closures is a possibility during the Thursday morning commute.
