[Weather] [2019.01.23 PM NWS Briefing] Flood & Wind Threats, Brief Icing over the Berkshires

Good afternoon everyone,
Attached you will find the latest briefing package highlighting the
forecast impacts of flooding, strong to damaging winds, and hazardous sea
conditions developing tonight and continuing through Thursday. Highlights
are provided below.
*What / Where / When ... *
- *Periods of heavy rain, potential for flash flooding ... FLASH FLOOD
WATCH in effect (Thursday morning through late Thursday night)*
- For all of S New England, especially S&E areas.
- Rain begins this evening, heaviest occurring late morning into
early afternoon Thursday.
- Forecast 1 to 2 inches of rainfall, locally higher amounts.
- Lingering snow and ice melt will add to this issue, along with any
clogged drains.
- Snow cover and/or hardened ground, any and all rain likely to
runoff.
- Urban / poor drainage flooding, potential for flooded basements.
- Minor river flooding possible.
- *Strong to damaging winds, potential for downed limbs, trees, power
outages*
- *HIGH WIND WARNING *for SE-coastal MA & RI (9 am to 7 pm Thursday).
- *WIND ADVISORY *for E-coastal MA & N RI (9 am to 5 pm Thursday).
- Strongest Thursday morning into Thursday Afternoon, gusts up to 60
mph.
- For all of Southern New England especially S&E areas of MA & CT, as
well as all of RI.
- *Gales winds and high seas ... GALE WARNINGS posted on all waters (1
am to 9 pm Thursday)*
- Strongest winds Thursday morning into Thursday afternoon; gusts up to
50 knots.
- Highest seas Thursday afternoon; seas up to 20 feet.
- *Light Freezing Rain and / or Sleet ... WINTER WEATHER ADVISORY
(through 8 pm tonight)*
- Through this evening (Wednesday), ending around 8 pm.
- Glaze of ice forecast.
- N&W areas of MA, especially the Berkshires.
- With a glaze of ice forecast, locally hazardous travel conditions
on untreated bridges, overpasses, and/or secondary roads is expected.
*Uncertainty ... *
- We are confident concerning the heavy rain and flooding threat.
- However we have lower confidence concerning the exact strength of
strong to damaging winds.
- Whether we see 40 to 50 mph gusts versus 50 to 60 mph gusts in
those areas under wind-related headlines.
