[Weather] NWS Chat outage

Hi everyone,

As FYI, there is a problem with the NWS Chat server.  Currently, nobody
outside the NWS can log in -- and even some of us cannot log in.  Just
wanted to let you know, so you don't think it's on your end.  We've been
told that technicians have been working on the issue since last night.
