[Weather] Update on current storm

Hi all,

We have replaced the Winter Storm Warnings with Winter Weather Advisories
for southeast MA. Snow began a few hours later than expected but the ending
time is expected to be the same.
As a result, we are expecting max amounts to top out around 6 inches,
rather than 6 to 8 inches.

The snow will still be heavy and wet this morning and the risk remains for
scattered power outages in Rhode Island and southeast Massachusetts.
