[Weather] [2019.11.23.PM] NWS Boston EM Briefing: Potential Weather Hazards late tonight through early Monday morning

Good afternoon.
This is our latest update on the potential for weather related hazards that
will affect the region from late tonight through early Monday morning. Low
pressure will develop off the New Jersey coast tonigh. This low will track
across south coastal New England Sunday, then push to the Gulf of Maine
Sunday evening.
*Changes with this update:*
- *Winter Weather Advisory for the east slopes of the Berkshires and
higher terrain of the Worcester Hills:* *In effect from 2 AM Sunday
through 8 AM Sunday*.
- *Wind Advisory for Cape Ann, eastern Plymouth county, Cape Cod,
Nantucket and Martha's Vineyard: In effect from 5 PM Sunday to 4 AM Monday.*
- *Gale Warnings for the Coastal Waters, *except Boston Harbor and
Narragansett Bay*: In effect from 9 AM Sunday through 6 AM Monday.*
- *Small Craft Advisories for Boston Harbor and Narragansett Bay:* *In
effect from 7 AM Sunday through 6 AM Monday*.
*DETAILS*:
*Light Icing and Light Snow across portions of interior Massachusetts*:
*Locations*: The high terrain of the Worcester Hills and the east slopes of
the Berkshires.
*Timing:* The precipitation will start as light freezing rain during the
pre-dawn hours Sunday morning, changing to rain by mid morning. Expect the
rain to change back to light snow from mid to late afternoon Sunday, then
ending before midnight.
*Expected Amounts:* A light glaze of ice (up to 1/10"), with up to 2 inches
of snow at the highest elevations of western Franklin and western Hampshire
counties.
*Impact*: Slippery travel.
*Splashover: Sunday Morning High Tide*
*Locations*: Eastern Massachusetts coast including Martha's Vineyard and
Nantucket
*Timing:* Sunday morning high tide (5:41 AM at Providence, 8:45 AM at
Boston, and 9:46 AM on Nantucket)
*Storm Surge:* 1.0 to 1.5 feet
*Impact*: Some vulnerable shoreline roads, such as Morrissey Boulevard, may
experience splashover around high tide. Significant impacts are not
anticipated.
*Splashover: Sunday Evening High Tide*
Timing: 9:17 PM at Boston and 10:24 PM on Nantucket
Although the wind will be strong during the time of the Sunday evening high
tide, winds will be from the northwest and that tide will be astronomically
lower. So, minor coastal flooding is not expected at this time, though
brief splashover can not be ruled out.
*Marine Impacts: Gale Force Winds (Sunday and Sunday Night)*
*Locations*: Massachusetts and Rhode Island coastal & offshore waters.
*Wind Gusts and Timing:* East to southeast wind gusts up to 35 kt Sunday
morning, then northwest wind gusting up to 35 to 45 knots, peaking late
Sunday into Sunday night.
*Seas:* 4 to 6 feet on the inner bays and sounds; and 7 to 11 ft offshore.
*Impact:* Hazardous conditions for mariners.
