[Weather] Major change to NWS Products & Services -- No more Advisories (after 2024)

Hi all,

As FYI, here's an EARLY (by 3 years or more) heads up about the NWS
replacing all Advisories with plain language statements/headlines.
It doesn't take place until 2024 at the earliest.  Here's the national
Public Info Statement that was put out:
