[Weather] NWS Boston: EM Briefing Delayed This Morning

Good morning everyone,

There will be a delay in us sending an updated briefing this morning
regarding the storm impacting our region due to a communication outage. We
will send a briefing as soon as we are able to, but there has not been much
of a change to the forecast since our previous update.
