[Weather] NWS Boston EM Briefing: Heavy Rainfall and Strong Winds Tonight into Wednesday

Attached is the updated morning briefing which has the corrected maps for
the wind hazards for Franklin and Hampshire Counties in MA. No other
changes were made to the briefing content,
