Dear Emergency Managers and other Partners,

A large storm system approaching from the Southeast and lower Mid Atlantic
States will bring a widespread, soaking, moderate to potentially heavy
rainfall Thursday night into Friday night. The rainfall coupled with some
snow melt in the higher terrain may produce some minor flooding. If
confidence increases for the potential of widespread minor flooding, then a
Flood Watch may be issued later in time. The exact amount of rainfall is
still uncertain, but current forecast projections are in the 1 to 2.5 inch
range with the higher totals south and east of the Greater Capital Region.

The rainfall may also produce some poor drainage flooding of low lying
areas, and ponding of water on roadways.

A brief period of freezing rain is possible in the Eastern Adirondacks, and
the Lake George Region Thursday night with the onset of the precipitation.
The precipitation should quickly turn to plain rain.  A preliminary graphic
of expected storm total rainfall across the region is attached.

In addition, strong east to southeast gusty winds are also possible over
the higher terrain of eastern New York and western New England, especially
the southern Greens, Berkshires, Litchfield Hills, and Taconics. A wind
headline may be needed Thursday night through Friday morning
