[Weather] [2019.02.12 AM NWS Briefing] Significant Winter Weather Impact Today into Tonight

Good morning,

A significant winter weather impact will occur across most of Southern New
England, especially taking place during today's afternoon into evening
commute. Please see the attached slides detailing amounts and timing of
anticipated threats, while details concerning impacts and uncertainty are
provided below.

*What has changed ...*

   - *WINTER STORM WARNINGS ...*
      - Issued for northern and northeast Massachusetts
      - In addition to Berkshire County, Massachusetts and Litchfield
      County, Connecticut.


   - *WINTER WEATHER ADVISORIES ... *
      - Expanded to include areas along and south of the Massachusetts
      Turnpike.
      - In addition to all but Litchfield County, Connecticut, all of Rhode
      Island, as well as Southeast Massachusetts.


   - Please see the attached graphic outlining headlines.

*What / Where / When ...*

   - Onset snow transitioning to sleet before mixing with or changing over
   to freezing rain across the interior, before mixing with or changing over
   to rain along the coast.


   - Snow / sleet accumulations on average ranging around 3 to 6 inches
      over Southern New England.
         - Please see the attached storm total snowfall graphic for
         specifics.


   - Ice accretion of a trace up to two tenths across interior Southern New
      England especially around the Worcester / Hartford / Springfield region.
         - A low threat of tree and power line damage.
         - Please see the attached storm total ice accretion graphic for
         specifics.


   - Winter weather begins around noon for the Hartford / Spingfield metro,
   1 pm for Worcester / Providence, and 2 pm for Boston


   - Please see the attached animated graphic highlighting precip-types for
   rough estimate of timing.


   - *Significant impact for today's afternoon into evening commute.*


   - Hazardous travel conditions with slick roadways.
         - Most intense snow expected during today's afternoon into evening
         commute. More than likely will accumulate even on treated roads.
         - Expect slowed commutes, long drives home, especially if more
         cars are on the road and if any accidents.


   - Reductions in visibility with any snow and / or sleet.
         - Lower visibility especially as around 1 inch per hour snowfall
         rates are anticipated before mixing with then changing over to sleet
         - Moderate to heavy snow mostly falling during today's afternoon
         into evening commute.


   - Less impact to the Wednesday AM commute as steadier precipitation
      concludes, some show shower activity lingering across N&W MA
         - However can't rule out some lingering icy roadways across
         interior MA and CT, especially if left untreated.

*Uncertainty ... *

   - While specific snow amounts are still uncertain, hinging on exactly
   when snow will change to sleet, the bigger message is the
anticipated *significant
   impact* to today's afternoon into evening commute.
