[Weather] [07.09.2023 PM] NWS Boston EM Briefing - Excessive Rain This Afternoon through Early Tuesday Morning

Good afternoon,

Following is an updated briefing regarding the expected periods of heavy
rainfall for tonight into early Tuesday morning.

*Significant Changes Since Last Briefing*:

   - *Flood Watch Expanded into Much of Rhode Island, In Effect Monday
   Morning to Tuesday Morning.*
   - *Increased Storm Total Rain Amounts, especially into western MA and
   CT.*
   - *Expansion of WPC's Moderate Risk Excessive Rain Outlook valid for
   Monday into portions of Rhode Island.*

Showers and thunderstorms producing heavy rain are ongoing across eastern
NY and into western sections of CT and MA. These rains will shift northeast
this evening and overnight with the greatest risk for excessive rainfall
capable of flash flooding tonight mainly into the Berkshires and into
western sections of CT and MA, and will be ongoing into Monday night. Heavy
to locally excessive rains capable of flash flooding are then expected to
develop eastward into central MA and RI on Monday, with a more limited risk
for flooding of urban and poor drainage areas into eastern MA. The greatest
risk for SIGNIFICANT flooding is in interior western sections of MA and CT.

Larger rivers and smaller streams are expected to rise in the face of heavy
rains tonight into Tuesday. The most significant rises are anticipated in
interior western New England, and river levels may remain elevated after
cessation of heavy rains. Rivers that are potentially at risk of reaching
or exceeding bankfull include the Connecticut, Housatonic, Hoosic,
Westfield, Deerfield and Farmington River basins. River Observations and
