[Weather] [07.10.2023 AM] NWS Boston EM Briefing - Excessive Rain Continues through Early Tuesday Morning

Good morning

Please find attached an updated one page briefing and supporting graphics
regarding the ongoing heavy rainfall event.

*Significant Changes SInce Last Briefing:*

   - *In addition to the areas along and west of I-91, the state of Rhode
   Island including the Providence area is also expected to experience
   excessive rainfall with local amounts between 2 and 4 inches possible*


Areas of heavy rainfall are expected to continue and expand in coverage
across western MA and CT over the next several hours. The excessive
rainfall threat for the state of Rhode Island is expected to begin between
roughly 8 and 10 am when 1 inch per hour rainfall rates will be possible
(see attached animation of 1 inch per hour rainfall rate probabilities).
Moderate to heavy rainfall will then expand into eastern MA by late
morning/early afternoon and continue into the evening hours.

We continue to anticipate rises along larger rivers and smaller streams
this morning into Tuesday. The most significant rises are anticipated in
interior western New England, and river levels may remain elevated after
cessation of heavy rains. Rivers that are potentially at risk of reaching
or exceeding bankfull include the Connecticut, Housatonic, Hoosic,
Westfield, Deerfield and Farmington River basins. River Observations and
