[Weather] [2023.09.18 AM] NWS Boston EM Briefing: Heavy Rain & Localized Flooding Today

Good morning,

Please find attached an updated briefing on the potential for localized
flooding today, especially over southeast MA and RI. A Flood Watch is in
effect from 11 AM to 2 AM. This heavy rain/potential flooding will also
impact the evening commute. Fortunately the rest of the week looks dry and
