Good morning everyone, Damaging winds from overnight have exited the region during the predawn hours. However it will be windy during the daylight hours today but winds will not be at the magnitude of last night. Nevertheless west winds of 20 to 30 mph with gusts to around 45 mph may be strong enough to down additional small tree limbs and branches especially over Cape Cod and the Islands where winds may gusts up to 55 mph. At the very least this will have some impact on power restoration efforts today. Thus a wind advisory has been posted until 5 pm today for all of Massachusetts, Rhode Island and northern Connecticut. Toward sunset and especially thereafter winds will begin to diminish. Good afternoon everyone, Here is our latest update on a powerful coastal storm which will impact MA, RI & CT tonight into Thursday morning. *Changes From Morning Briefing: * - *High Wind Warnings Issued*: East Coastal MA (excluding Suffolk County), Cape Cod and the Islands. In Effect through 5 PM Thursday. - *Wind Advisories Expanded*: Includes the rest of MA, CT and RI outside of the High Wind Warnings. In Effect through 6 PM Thursday. - *Flood Watches Issued: *Includes northern CT and in MA from Middlesex County westward. In effect from late tonight until Thursday morning. - *"Marginal Risk" of Severe Weather: *Northern CT, RI into southeast MA. Mainly late evening into overnight in shield of wind driven rain. * Note: *Low probability of development. *What/When & Where:* *Headlines ...* - *High Wind Warnings: *East Coast of MA (excluding Suffolk County), Cape Cod & Islands Thursday - *Wind Advisories - *Rest of MA, RI and all of CT. - *Flood Watches*: Northern CT and in Massachusetts from Middlesex County westward. *Strong to Damaging Wind Threat ...* - *When* - two surges of wind are expected with the first surge tonight (east winds) followed by a stronger surge Thursday morning and afternoon (west winds) - *Where* - RI into eastern MA but strongest wind over Cape Cod and Islands - *Impacts* - winds potentially strong enough to down tree limbs and result in power outages. Greatest likelihood for these impacts over coastal eastern MA, Cape Cod and the Islands, but such impacts possible anywhere. - *Uncertainty* - how much strong wind aloft will mix down to the surface and areal extent. Trees remaining fully leaved will require less wind for damage to occur. *Heavy Rainfall Threat & Poor Drainage Flooding ...* - *When* - Heaviest rain approximately 10 pm Wednesday to 6 am Thursday from southwest to northeast - *Where* - Mainly in the Flood Watch area; but possible anywhere. - *Impacts* - a widespread 1.5 to 3 inches of rain with localized amounts of 4 to 5 inches remain possible. Poor drainage and urban/street flooding would be the main flood impact, as river levels have been running low. - *Uncertainty* - areal extent of 4 to 5 inch rainfall amounts are uncertain. Updated low and high end rainfall maps attached along with mostly likely rainfall amounts to help communicate this uncertainty. *Severe Weather Threat ... * - *When* - Mainly between 10 pm and 5 am Thursday - *Where* - Northern CT, RI and eastern MA. - *Impacts* - Strong wind fields in conjunction with the heavy rain may lead to a *non-zero but low-probability* potential for enhanced wind damage in showers with little to no lightning. Good afternoon, Low pressure will work up the east coast as it intensifies Wednesday, then will push across the region Wednesday night into early Thursday. Expect areas of heavy rainfall and strong winds as this system moves across. Main change: A Gale Warning has been issued for all waters. 1. The rain will push into the Connecticut Valley between 2 PM and 5 PM Wednesday, then will slowly push east through the remainder of the day, reaching RI and eastern MA between 5 PM and 8 PM. 2. Expect an area of heavy rainfall to cross the region Wednesday night into early Thursday morning. Localized urban and poor drainage flooding is possible across the normally susceptible locations. Rainfall amounts will range from around 1 to 1.5 inches across Cape Cod and the Islands, and up to 2.8 inches across the Connecticut Valley and the foothills to the west. 3. Winds will increase along the South Coast between 3 PM and 6 PM Wednesday, then along East Coastal areas between 6 PM and Midnight. 4. Localized urban and poor drainage flooding is possible across the normally susceptible locations across central RI and south coastal Massachusetts. Rainfall amounts will range from around 1 to 1.5 inches across Cape Cod and the islands up to 2 to 2.8 inches across central and western areas, with some amounts close to 3 inches possible across the east slopes of the Berkshires. 3. Winds will increase along the South Coast between 3 PM and 6 PM Wednesday, then along East Coastal areas between 6 PM and Midnight. 4. Expect the strongest winds to occur from around midnight Wednesday night through Thursday, with the highest winds along the RI and Eastern Massachusetts coasts. Good afternoon, A storm will develop off the Carolina Coast Wednesday and move across Southeast New England late Wednesday night/early Thursday. 1. Rain from the storm will develop during Wednesday afternoon and evening...from Noon to 3 PM in Northern CT and Western MA, and from 3 PM to 7 PM in RI and Central/Eastern MA. 2. Rain will be at its heaviest during Wednesday night. Rainfall amounts will range between 1.5 inches and 2.5 inches. 3. Strong winds will develop along the South Coast between 3 PM and 6 PM, and along the East Coast between 6 PM and Midnight. 4. Wind will be strongest between 2 AM and 8 AM, especially along the RI and Eastern Massachusetts coasts. Good afternoon, Following is an update regarding the long-duration Offshore Ocean Storm (Subtropical Storm Melissa). Subtropical Storm Melissa continues to progress eastward into the western Atlantic waters well south of Nova Scotia, and will continue to move eastward into the northern Atlantic over the next few days. Local impacts across Southern New England have improved, and continued improvement trends are expected. Remaining impacts being from northerly wind gusts and seas on the waters. *Small Craft Advisories* remain in effect for most of the coastal and offshore waters. Northerly wind gusts are expected to subside below Small Craft Advisory levels through tonight. Though subsiding trends to waves/seas are expected on all waters, rough sea conditions will remain on most offshore waters into Sunday. As conditions have improved and will continue to do so, this will serve as the final briefing regarding Subtropical Storm Melissa, unless conditions warrant otherwise. Sub-Tropical Storm Melissa

Good Morning Everyone, The National Hurricane Center has begun issuing advisories on Sub-Tropical Storm Melissa which was located about 200 miles south-southeast of Martha's Vineyard. The forecast takes Melissa slowly to the east northeast over the next couple of days, away from our area. See the attached graphic for more details. The impacts that we briefed earlier this morning (rain, strong winds, minor coastal flooding, and rough seas) are still valid. The storm's impacts will gradually ease tonight and Saturday as it pulls farther away from our region. At this time, we are continuing with our current headlines for wind and coastal flooding.
